Legal Counsel
Jeffrey C. Berg is Legal Counsel to the Community Development Financial Institutions (CDFI) Fund of the United States Department of the Treasury. Mr. Berg has been with the CDFI Fund since June 1998, serving as lead counsel on all legal matters related to the CDFI Fund's policies, programs and administration including: the investment of federal financial resources in, and the allocation of federal tax credits to, entities involved in community and economic development; federal legislation, regulations, guidance and directives related to community development finance, administrative law, and the operation of a federal agency such as the Freedom of Information Act, the Privacy Act, the Federal Advisory Committee Act, appropriations law, government ethics, and conflict of interest matters. In 2000, Mr. Berg received the Office of General Counsel's Excellence in Management Award. In 2001, Mr. Berg served as acting director of the CDFI Fund and received a Special Act Award from the Under Secretary for Domestic Finance.
Mr. Berg has a broad background in the area of housing and community development. He began his career as Director of Research and Development for the Alexandria Redevelopment & Housing Authority in Alexandria, Virginia. From 1990 to 1994, he served as an attorney in private practice, specializing in housing and community development law. Prior to joining the CDFI Fund, Mr. Berg served as Assistant General Counsel for The Enterprise Foundation.
Mr. Berg holds an undergraduate degree in social work from The Catholic University of America (1977), where he received the Most Distinguished Social Work Award and was elected to Phi Beta Kappa; a graduate degree in public administration from the University of Southern California (1982); and a JD from the Georgetown University Law Center (1988).
