CDFI Fund Requests Public Comment on CDFI Program and NACA Program Applications

Input Needed on Revised FY 2023-2025 Financial Assistance and Technical Assistance Applications

The U.S. Department of the Treasury, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed and/or continuing information collections, as required by the Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C. 3506(c)(2)(A)). 

Currently, the Community Development Financial Institutions Fund (CDFI Fund), U.S. Department of the Treasury, is soliciting comments on the Community Development Financial Institutions Program (CDFI Program) and the Native American CDFI Assistance Program (NACA Program) Financial Assistance (FA) and Technical Assistance (TA) Applications for the fiscal years (FYs) 2023-2025 funding rounds. The FA Application also includes optional questions that addresses Healthy Food Financing Initiative-Financial Assistance (HFFI-FA), Persistent Poverty Counties-Financial Assistance (PPC-FA) and Disability Funds-Financial Assistance (DF-FA).

Through the CDFI Program and NACA Program's Financial Assistance awards and Technical Assistance grants, the CDFI Fund invests in and builds the capacity of for-profit and nonprofit community based lending organizations known as Community Development Financial Institutions (CDFIs).

CDFI Program and NACA Program Award Recipients are selected through a competitive review process. The proposed FA Application requires the submission of quantitative and qualitative information about the Applicant’s Business Strategy, Products and Services, Market and Competitive Analysis, Management and Staffing, Financial Position, and Growth and Projections. The proposed TA Application requires the submission of quantitative and qualitative information about CDFI Certification Qualifications, an Organizational Overview, Business Strategy, and Use of Funds.

The CDFI Fund is seeking specific input on the content of the: FA Application for the CDFI and NACA Programs; TA Application for the CDFI and NACA Programs; HFFI-FA Application; PPC-FA Application; (DF-FA) Application; as well as  general input on other CDFI Program and NACA Program-related topics and considerations. The CDFI Fund tentatively plans to open the FY 2023 funding round in fall of 2023 and will combine FY 2023 and FY 2024 funding in a single application round for the CDFI Program and NACA Program.
