Plan Ahead: Window 3 CDFI Certification Application Opening Soon

The Community Development Financial Institutions Fund (CDFI Fund) reminds Certified CDFIs that the third and final general reapplication window—Window 3—opens on October 6, 2025, and closes on December 31, 2025, at 11:59 p.m. ET. Beginning October 6, organizations with fiscal year ends (FYE) of April 30, 2025; May 31, 2025; or June 30, 2025, will have access to and are required to submit their revised CDFI Certification Application in AMIS during this time.

Submit Early to Maintain Certification

CDFIs must submit their Certification Applications during their assigned reapplication window. Organizations that do not submit on time will lose their CDFI Certification. No exceptions or deadline extensions will be granted, unless the organization submitted during the 2024 early Application period and was declined.

To avoid delays, organizations should begin preparing now to ensure all components of their Applications are complete and accurate.

Section Zero Applications were due on August 15, 2025, for organizations with fiscal year ends of April 30, 2025; May 31, 2025; or June 30, 2025. Organizations that failed to submit a Section Zero Application can no longer seek a Section Zero determination from the CDFI Fund.

Use the Most Recent Versions of Application Materials

Applicants must use the most recent versions of the CDFI Certification Application and Transaction Level Report (TLR) templates available in AMIS. Templates downloaded or initiated in 2024 or early to mid-2025 will not reflect updates made to improve the system and reduce errors. This guidance extends to the Target Market Calculator. Applicants should rerun the Target Market Calculator prior to submission of the CDFI Certification Application to ensure the latest Target Market Activity percentages are included in the Application.
