Reminder: Annual Compliance, Certification and Reporting Obligations
Are you the Authorized Representative of either a Certified Community Development Financial Institution (CDFI) or an organization that has received a Community Development Financial Institutions Fund (CDFI Fund) Award and/or Allocation? If so, to ensure compliance with your Award, Assistance and/or Allocation Agreement(s), you must complete and submit the annual report(s) specified in these agreement(s). In addition, all Certified CDFIs must submit an Annual Certification and Data Collection Report (ACR) in order to maintain the organization’s CDFI Certification status.
The due dates to submit annual compliance report(s) vary by fiscal year end date, type of Award, and by the specific terms within each organization's individual Award, Assistance and/or Allocation Agreement(s). The due date for Certified CDFIs to submit the ACR also varies by fiscal year end date.
This reminder is specifically for organizations with Award, Assistance and/or Allocation Agreements, as well as ACRs, which have an upcoming report(s) due by September 30, 2025.
How to Check Your Report Due Date(s)
- CDFI Fund Award Recipients and/or Allocatees: The due date(s) for your organization’s required report(s) can be found in the Award, Assistance or Allocation Agreement(s) and on the Reporting Schedule in AMIS.
- All Certified CDFIs: The due date(s) for your organization’s ACR can be found in the ACR Reporting Schedule in AMIS.
Submission of the Community Development Financial Institutions Program (CDFI Program), Native American CDFI Assistance Program (NACA Program), or Community Development Financial Institutions Equitable Recovery Program (CDFI ERP) Transaction Level Report and the CDFI Certification Application
The CDFI Fund is reminding all Award Recipients with a Transaction Level Report (TLR) submission requirement that the full-length TLR—which must be submitted as a requirement of their Assistance Agreement—is the same TLR that will be used to assess Target Market activity under the revised CDFI Certification Application. Therefore, the full-length TLR’s “Designated Target Market Type” data field should be completed using any Target Market types for which the Award Recipient is currently approved to use, as well as any that will be proposed in the revised CDFI Certification Application. DO NOT ENTER A VALUE FOR THE “DESIGNATED TARGET MARKET TYPE” DATA FIELD FOR WHICH YOU DO NOT HAVE PROPOSED OR APPROVED ACCOUNTABILITY DEMONSTRATED IN THE CDFI CERTIFICATION APPLICATION.
With publication of the updated general reapplication submission schedule, the CDFI Fund’s TLR submission requirements now coincide with CDFI Certification Application submission deadlines in calendar year 2025. This reduces the likelihood that Award Recipients will need to amend existing TLR submissions in order to complete their revised CDFI Certification Application.
Any organization that is currently certified and submitted their TLR for a 2025 submission deadline, and is planning to submit a revised CDFI Certification Application, should review its TLR submission for consistency in the Target Market Assessment Methodology approach used to tag transactions in the “Designated Target Market Type” data field and the methodologies it plans to select for Target Market activity on its unsubmitted CDFI Certification Application. If these approaches differ, the TLR needs to be amended, which can be performed by submitting an AMIS Service Request requesting the TLR submission be reopened so the organization can correct the values entered for the “Designated Target Market Type” data field. PLEASE SUBMIT THIS REOPENING SERVICE REQUEST AS SOON AS POSSIBLE TO ALLOW ENOUGH TIME FOR IT TO BE COMPLETED PRIOR TO ANY IMPENDNG DEADLINES.
If your organization needs to modify any version of the TLR as part of your upcoming CDFI Certification Application submission during Window 2 of the General Reapplication Submission Deadline window—which closes September 30, 2025 at 11:59 p.m. ET for CDFIs with a fiscal year end of December 31, February 28, or March 31 or variations of other dates within these respective months—you must submit an AMIS Service Request to reopen your TLR by 11:59 p.m. ET on Friday, September 12, 2025.
Additionally, substantive questions related to the TLR or Target Market Calculator results (not related to technical system issues), should be submitted via AMIS Service Request no later than 11:59 p.m. ET on Friday, September 12, 2025.
Certified CDFIs should submit only one TLR to the CDFI Fund. The CDFI Fund will use that TLR for CDFI Certification and compliance purposes (if applicable) for the relevant fiscal year. No CDFI should submit both a certified abbreviated TLR and a certified full-length TLR to the CDFI Fund for the same fiscal year’s activities.
Regardless of the TLR version, every organization should follow four basic steps before submitting their TLR: (1) Enter or upload all their transactions for the respective fiscal year to the relevant objects in AMIS (CDFI TLR, Loan Purchase, Consumer Loan, Financial Services, Address); (2) Run the Target Market Calculator; (3) Review the results of the Target Market Calculator and make any necessary changes to your transactions, for example address updates or designated Target Market type tag corrections; and (4) Certify the TLR.

Annual Certification and Data Collection Report Deadline Reminder
Unless directed otherwise by the CDFI Fund, all Certified CDFIs are required to submit ACRs on an annual basis. Currently Certified CDFIs are still required to submit an ACR in accordance with the prior CDFI Certification standards and the ACR reporting schedule as listed in their AMIS profile to maintain their Certification status. Certified CDFIs must submit their ACRs in AMIS within 90 days after their organization’s fiscal year end date using the current version of the ACR.
For the 2025 reporting cycle, all Certified CDFIs, regardless of their date of Certification, will be required to submit an ACR. Currently Certified CDFIs will NOT lose their Certification as long as they submit accurate analysis or responses to the 2025 ACR. However, an organization may have its Certification terminated if it fails to submit its 2025 ACR by the required deadline.
For organizations certified after December 7, 2023, the CDFI Fund has not yet populated the 2025 ACR Reporting Schedule in AMIS with your respective ACR submission deadline. The CDFI Fund will send an email to your organization’s key contacts alerting them to when the ACR is available and your submission deadline.
The AMIS ACR Reporting Schedule displays the due date for the ACR based on the organization’s fiscal year end. The ACR Reporting Schedule section is located at the bottom of the Certification Related page in AMIS. Additional information on the AMIS Reporting Schedule can be found in the AMIS Training Manual – Annual Certification and Data Collection Report, which is available on the CDFI Fund’s website. Be sure to check that your organization’s fiscal year end is correct on your AMIS Organizational Detail Page.
For certain regulated financial institutions, remember that the ACR’s financial data section will not be pre-populated with the regulator call report data until your regulator releases it to the public. The CDFI Fund will send an email to your organization’s key contacts alerting them when the call report data has been added to AMIS. Upon your organization receiving the email, your organization can complete the ACR financial data section and submit its ACR. PLEASE DO NOT SUBMIT YOUR ACR BEFORE THE FINANCIAL DATA SECTION PRE-POPULATION OCCURS.
Submission of SF-425 Report Deadline Reminder
The SF-425 is a post-award reporting form that collects data on the expenditure of Federal grant funds associated with any award provided under the CDFI Program, NACA Program, Capital Magnet Fund (CMF), Small Dollar Loan Program (SDL Program), Community Development Financial Institutions Rapid Response Program (CDFI RRP), or the CDFI ERP. Organizations that receive grant disbursements from the CDFI Fund and/or have an active CDFI Fund award during the October 1 - September 30 Federal Fiscal Year (regardless of program round) will report on the amount of CDFI Fund grant dollars expended during the Federal Fiscal Year for each award, as well as the cumulative amount expended as of the award announcement date through September 30th of that year.
Please refer to the Reporting Schedule in your organization’s AMIS Account, which will indicate if your organization is required to submit an SF-425 by October 15, 2025. Instructions on submitting the SF-425 report can be found on the CDFI Fund’s website. If you have questions about this reporting requirement or require technical assistance, please submit a Service Request via your organization’s AMIS account.
Advise the CDFI Fund of Material Events
As specified in the terms of your organization’s CDFI Certification, Award, Assistance and/or Allocation Agreement(s), please remember that your organization is required to advise the CDFI Fund of an occurrence of a Material Event, which should be submitted via a Service Request initiated in your organization’s AMIS account. Please refer to the updated guidance documents for submitting the Certification of Material Events Form.
CDFI Fund Recipients with active Awards or Allocations are required to submit a Material Events form (including all supporting documentation) within 30 days, or as specified in their Award, Assistance and/or Allocation Agreements, of the occurrence of a Material Event.
The CDFI Fund is reminding all Certified CDFIs, Certified CDEs, as well as program Recipients and/or Allocatees to review their recent organizational history to determine if a Material Events form should be submitted. Certified CDFIs that do not have an Award, Assistance and/or Allocation Agreement should report changes in their organization’s fiscal year end through the AMIS Service Request portal.
Submission of Audit Confirmation Requests
Hard copy submissions of CDFI audit confirmation requests for information should no longer be mailed to the CDFI Fund. CDFI Recipient auditors should submit all audit confirmation requests via email to FMAuditConfirmations@cdfi.treas.gov. This includes but is not limited to verifications, validations, and confirmation of balances of financial assistance received from the CDFI Fund.
The CDFI Fund will respond to all audit confirmation requests by email only. As such, requests must include an email address and instructions of where the CDFI Fund should deliver the requested information. Questions regarding the process for submitting audit confirmation requests can also be submitted via email at FMAuditConfirmations@cdfi.treas.gov.
